A trip to the RTO for new vehicle registration goes a lot more smoothly with the right documents in hand and realistic expectations about office hours — two things that trip up first-time vehicle owners more often than the registration process itself.
Documents typically required
For new vehicle registration, most RTOs require: the sale certificate (Form 21) issued by the dealer, a valid comprehensive or third-party insurance policy for the vehicle, a valid PUC (Pollution Under Control) certificate, proof of the owner's address, PAN card or Form 60 declaration, passport-sized photographs, and the temporary registration slip issued at the time of purchase. Commercial vehicles typically require additional documentation around fitness and permits.
Why counter hours matter more than office hours
RTOs are frequently open longer than they accept walk-in public transactions — many offices operate on a schedule where the building is open from morning until evening, but the public counter for actual transactions only runs during a narrower window, often something like 10:00 AM to 2:00 PM. Arriving at 4 PM assuming the office is "open" often means finding the counter already closed for the day, even though staff are technically still present. Dealer-assisted vs. self-service registration
Most new vehicle purchases today include dealer-assisted registration as part of the purchase process, where the dealership handles document submission and RTO coordination on your behalf, usually completing registration within a few working days. Self-service registration (more common for imported vehicles, vehicles bought without dealer registration support, or in specific state processes) requires the buyer to personally manage document submission and any physical inspection requirements.
Second Saturday and Sunday closures
Like most government offices, RTOs typically close on the 2nd and 4th Saturday of each month, plus all Sundays and gazetted holidays — worth checking before planning a visit around a weekend, since assuming any Saturday will be open can lead to a wasted trip.
What happens if a document is missing at the counter
Most RTOs won't process an application with missing mandatory documents, meaning an incomplete submission usually means returning another day rather than completing registration on a provisional basis — bringing photocopies plus originals of every required document, and double-checking the current requirements with the specific office beforehand, avoids this entirely.
After registration: what to expect
Once registration is complete, the RTO issues a Registration Certificate (RC), either as a physical smart card or, in some states, a digital RC accessible via the DigiLocker or mParivahan apps — both are considered valid proof of registration for regulatory and insurance purposes.
